Difference between the two FP notices

Ciba, I just saw the 2 FP notices carefully, on the first one there is no mention of the Representative copy sent and on the second one it mentions the date when the representative copy was sent.

I am not sure, but the one mentioned "representative copy"
is probably for your attorney.

This is very strange, isn\'t it?

Last year in June when we got our FP notices, CSC\'s
computer was broken (what\'s new???), and therefore,
only applicants got the notices. Nothing was sent
to attoneys. Some of the folks did not have any
copy to rely on if they did not receive the originals.
CSC finally fixed the problem during the last batch
early this year.
