Difference between Pending Service Consideration and Not Adequate Resources ?

Hi

Can anyone tell if there is a difference between Pending Service Consideration and Not Adequate Resources letter from VSC once an inquiry is initiated ? I read in the forum some have got letters saying Pending Security Clearance. That was same answer I had got over phone in Dec. But when in last week of Jan I had initiated an enquiry got the letter saying 'Pending Service Consideration' - Does it mean FBI Name Check is complete or still awaited ? I sent an email as well as a letter to FBI and have not got any response back yet.

I see some folks have got the letter saying 'Not Adequate Resources'.

Does anyone know the difference between the two ?
