Difference between code1 and code3 FP

I got a code 3 FP/bio notice a couple of weeks after filing my AOS App. I see some people getting only code 1, others code2 and some code 3. How does NSC distinguish which case to issue which one. Does it mean anything?

I got a code 3 FP/bio notice a couple of weeks after filing my AOS App. I see some people getting only code 1, others code2 and some code 3. How does NSC distinguish which case to issue which one. Does it mean anything?

Code 1: 10 Finger Prints
Code 2: Thumb Print, Photo, Signature
Code 3: Code 1 + Code 2

People used to get Code 1 and then Code 2, I guess it makes more sense to issue Code 3.
