Difference Between Asylee - Refugee

I am curious that if someone is knowledgeable regarding why the I-485 processing is so different for an asylee compared to a refugee applicant in the same category.

I am aware of the 10,000 limit for asylees and no limit or a higher ceiling for refugee 1-485 applicants, but was trying to understand the logic behind these different limits...
 
Refugees are selected for admission while they are outside the United States. Their admission is subject to a variable limit that is set by the President of the United States each year. After living in the US for one year, they can apply for adjustment. Since they have already received a refugee quota, they do not face a ceiling again.

Asylees apply for asylum after they have make their own way here by whatever (some come in with visas and some use smugglers) means. There is not limit on the number of people who can receive asylum. But they have a ceiling when they adjust.

I think the system makes sense but for the fact that the asylee ceiling is too low.
