Difference b/w Federal, Provincial, Quebec application

Hello All,
Please help me understand the process and make a decision. I am in the processof gathering all the required documents to apply for canadian immigration.
I wanted to know if someone can tell me whats the difference b/w federal, provincial and quebec applications under skilled worker category?
Also which one is more faster and gives you a better chance ?
Does it pose any restriction if I just choose federal ?
What factors do I need to look at in order to decide which one to apply for ?

I would greatly appreciate any insight, feedback on these questions.

Quebec requires knowledge of French. The consulate will call you for an interview in New York city (separate consulate from Buffalo). My friend had such an interview (I had advised him that French was a requirement and he had ignored it) and was asked to come back in 6 months after learning French. The upside is that the processing is faster than the rest of Canada. I did not know there was a separate Fed and Prov. filing process. I guess I must have done the Federal. Nowadays, it takes about 2-3 to get a PR from USA. If you know French, go through Quebec, it takes 1 year only. Good luck.
