diff btw security check/name check

Is there a difference between 'mandatory security checks' and fbi name check? My I485 application is pending since march 2004(pd 08/2001). When I inquired after I140 got approved last year I was told fbi name check is pending, now I hear 'mandatory security checks'. What is the difference?
