Did EB2/EB3 matters? for processing 485

Yes it does matter.

The PD\'s for EB[123] should be current at the time
of adjudication or else the case will go to the
pending queue and will not be approved until
the applicant\'s PD is current.

Currently PD\'s are current for all the catergories
for india/china.
