Did Bush say all cases should get an answer in six months?

I read on a Chinese website that Bush met with some immigrants who just became U.S. Citizens, and that Bush said he is prepared to spend $500MM to overhaul INS. He said all cases should get an answer in six months. Has anybody heard anything to that effect? The new labor secretary, Elain Chao, a Chinese American, also voiced very strong support to speeding up the immigration approval process. But the site did not give any details about the timeframe for implementation.
