I think it states very clear:

"If you are one of the passport holders listed below and will transit the UK airside (i.e. NY-LHR LHR-destination, and not NY-LHR-LGW- destination, staying in the UK less than 24 hours) you should apply online and send your application form with all your supporting documents.

The following countries require a Direct Airside Transit Visa to transit the United Kingdom. This is the case even if you only intend to remain airside and will not pass through UK Immigration.

AFGHANISTAN, ALBANIA, ALGERIA, ANGOLA, BANGLADESH, BELARUS, BURMA (MYANMAR), BURUNDI, CAMEROON, PEOPLES REPUBLIC OF CHINA, COLOMBIA, DEMOCRATIC REPUBLIC OF CONGO (ZAIRE), ECUADOR, ERITREA, ETHIOPIA, GAMBIA, GHANA, INDIA, IRAN, IRAQ, IVORY COAST, KENYA, LEBANON, LIBERIA, MACEDONIA, MOLDOVA, NEPAL, NIGERIA, PAKISTAN, PALESTINIAN AUTHORITY, RWANDA, SENEGAL, SERBIA AND MONTENEGRO, SIERRA LEONE, SOMALIA, SRI LANKA, SUDAN, TANZANIA, TURKEY, TRNC, UGANDA, VIETNAM, YUGOSLAVIA, ZAIRE (FORMERLY DEMOCRATIC REPUBLIC OF CONGO), ZIMBABWE.

If you hold a passport from one of these countries, you will need a visa unless you qualify under one of the exemptions. If you intend to stay airside and do not need to pass through UK immigration you will need a Direct Airside Transit visa. If you need to pass through UK immigration (e.g. to change airports or to stay overnight) you will need a visitor in transit visa.

Exemptions: You are exempt from this requirement if:

You are travelling to the US/Canada and hold a valid US/Canadian visa (example) and also hold a ticket to the US/Canada routed via the UK.

You are in possession of an onward ticket for travel by air via the UK when LEAVING the US or Canada and your journey is within 6 months of your last date of entry to the US or Canada with a valid US/Canadian visa.

You hold a USA Permanent Resident Card issued on or after 21 April 1998. To calculate this subtract ten years from the expiration date on your Alien Registration Card (example).

You hold a Canadian Permanent Resident Card issued on or after 28 June 2002 (example).

You hold a valid Category D visa (normally printed on a red/pink sticker, green stickers do not qualify) issued by EU/EEA member states, which are valid for more than 3 months (example).

You hold a valid EU residence permit.

You hold a diplomatic or service passport issued by the Peoples Republic of China.

You hold a diplomatic or official passport issued by the Government of India.

You hold a diplomatic or official passport issued by the Government of Vietnam."

It doesn't mention I-551 or status of the person - it says you must have USA Permanent Resident Card that to be eligible travel without a UK Direct Airside Transit Visa.

Guys !!

Here's some information I found on their website :-

Yes, you need a Direct Airside Transit (DAT) visa, unless you qualify for exemption because you hold one of the following:

a valid visa for entry to Canada or the USA and, regardless of the routing you choose, your ticketing includes a visit to Canada or the USA;

a valid airline ticket for travel via the United Kingdom as part of a journey from Canada or the United States of America to another country or territory, providing that you do not seek to transit the United Kingdom on a date more than six months from the date on which you last entered Canada or the USA with a valid visa;

a US I - 551 Permanent Residence Card (Green Card) issued on or after 21 April 1998;

a US Immigrant Visa and Alien Registration - Form 155
an expired I - 551 Permanent Residence Card and a valid letter authorising its extension from a US Embassy/Consulate;

a Canadian Permanent Residence Card issued on or after 28 June 2002;
a valid Category D visa issued by EU/EEA member states;

a common format EU residence permit issued under Council Regulation (EC) No 1030/2002.

This stated that if we have I551 is same as the GC .... am I right ...n we need NO DATV ... hmmmm more over, We do have valid ticket and I am travelling by Air India .....

No body lifts the phone at this NY British Embassy .. for how much time they will be on vacation ..... and they want everybody to take appointment for the application to be submitted and the appointment website has no appointments made available ... I think they are more confusing thatn USCIS ... god help the Britain immigrants .... or say us ...

Yes, you need one

I am traveling to India within 2 weeks. I have the stamp in my passport and the consulate advised me to get a DATVisa. Sad sons of b!tches. Indian GOVT should do the same too..but they WON'T.

For France, you do need it.

I'm travelling from PHL to Delhi on Air France and was told that I need the visa. Today, I drove down to DC to get it stamped and they questoned me a lot on I551 stamp (as this is only prrof that I'll be coming back). Then the lady behing the counter called up someone and processed my application. May be she spoke to INS or the US State Dept (I don't know) but it was a good 1 hr before they returned my passport.

Hope this helps.

rkm_gc,

You need a transit visa definitely. I - 551 Permanent Residence Card is plastic card, not stamp so stamp is not sufficient because it can be fake or designed by a 5 years old kid. As well, stamp is not recognized by British immigrant officers at the airport.

Please go to British Consulate in NY if you live in NY. Please go to Washington DC if you live in the region of DC, MD, VA etc. It doesn't hurt you going there to get a transit visa. You have plenty of times to go to British office. Be note: they will be closed on holidays so please go right now.
