Did any one have to pay fees again for resubmission

Hi Friends
I had sent my pp for revalidation. I got it back after 3 months stating that the Photos did not meet the standards. In the letter they have asked me to resubmit with necessary fees and stated that I need to send the application to one of the St louis addresses. Has anyone resubmitted the Revalidation application to St Louis and paid the fees again for photos not meeting standards. Please advise
