Did Any One Applied Labor At Illinois State--please Advise

Hi,
   Can you tell me how much time it took for the person who already applied the labor at Illinois state.

  My company is willing to apply for green card for me. They are willing to apply green card labor at Sanfrancisco or in chicago. Which is better.
