DHS lookout CLASS system - Question

Greetings,

I am looking for any info or experience that someone had with a consular lookout system. The story is: My fiancée got denied for H1B under 212(a)(9)(B)(2). After a few months of writing to US Consulate in Moscow we, finally, got this answer (last 2 paragraphs):"We maintain, therefore, that your client was, in fact, unlawfully present in the United States for the period of November 30, 2004 through May 10, 2005.Fortunately for her, that period is less that 180 days and we therefore have no legal basis to find her ineligible for a visa under section 212(a)(9)(B). We will take immediate steps to verify this information with DHS, since that agency still shows this case as "active" in the lookout system. Once we have resolved the lookout issue with DHD, we will contact your client for visa issuance."

Questions:
1. Can DHS still over-turn consulate decision?
2. Has anyone had any experience when a person was entered into CLASS lookout system with a flag as inadmissible? How long does it take for DHS to clear the entry?
3. Is there a place that we can inquire/write at DHS?

Any info would be of a great help.
