Determining filling location

I was under the impression that filling location (for I-140, I-485, etc) was determined by where you live.

I am from Illinois and was expecting my attorney to file at NSC but he used the TSC instead (which, at this point of time, appears to be processing cases faster)

Could that be an issue?

Your lawyer should have filed at NSC and not because of where you live. Check http://www.uscis.gov/graphics/publicaffairs/factsheets/BiSpec_063006FS.pdf, "On April 1st [2006] USCIS launched the first phase of bi-specialization, which included amended filing instructions for a Form I-485 that is filed concurrently with a Form I-140. Specifically, USCIS directed that, as of April 1st, these concurrent I-140/I-485 filings be submitted to the Nebraska Service Center." But not to worry, your case will probably be re-routed to NSC and then might still end up at TSC.
