Don't know if Jenkins's two kids are US citizens or not.

A citizen convicted of felony usually lose some civil rights
such as voting. I don't know if the right to sponsor spouses
or childrens' green card are among such deprived rights or
not.

pursuant to the article, Jenkins has not been convicted of anything yet. However, desertion in a war zone is a serious issue, not for this forum. There is no way to determine from the article if his North Korean-born children are US citizens.
