Derivative asylum 10 years later

Hello,
The situation is quite difficult here. Husband was granted political asylum in 2001. He applied for derivative for his wife and 2 children in 2002. However, due to personal reasons wife decides not to follow up on this derivative asylum. The case left pending. Now, in 2011 she decides to continue pursuing derivative asylum status for her and her children. The files re-open. As of now, her daughter and she have a separate case and her little son has a separate case. Husband lost all the documents in the last 10 years including those asylum-related. She was trying to schedule an appointment for an interview at the US embassy overseas but a person requested the husbands visa status. She knows that he has not received a citizenship yet; he only holds a green card. She told them that her husband was on the asylum status (which dos not involve any visa), but they refused to schedule an appointment for her until she tells what kind of visa does her husband have.

How to proceed in this situation? How to schedule an appointment with a US consulate when husband lost all his documents?

This will be a tremendous help.

What about the husband fill I-130 for his wife and kids? this is the easiest way from my opinion. it might take 4 years. he is eligible for this...
