My friend won the DV2003 lottery. He did not include his child in the original lottery entry since the childs mother had not informed him that he she had had his child a month earlier. He and the mother had parted ways a while earlier.
After winning the lottery, and since he now was aware that he had a child, he included the child in the forms to the Kentucky INS office. Recently, the Kentucky office responded that since he had failed to include a dependent in the original lottery entry, he needed to provide evidence that he aquired the dependent after the initial entry (or they would stop processing his application).
I need advice on what sort of evidence one would provide in this case.
