Dental Hygienists and Immigration

Can someone here tell me if a dental hygienist who obtains a license in the U.S can actually file for an immigration petition? Does such a person qualify as a Schedule A worker? If allowed to file for a green card, is labor waived for such an applicant? Any insights are appreciated.
