denied I-140

A client filed I-140 and I-485 concurrently on Jan, 2003. I-140 was denied and MTR was also denied. Is I-485 is still valid? Does 180-day Portability Rule apply and can he file a new application if he find a similar job in the same or similar classification?
Any thought?

A) With out immigrant visa(140) approval, you do not have valid status to file 485. As soon as 140 is denied , USCIS should have denied your 485 also. Did they not ?

Does 180-day Portability Rule apply and can he file a new application if he find a similar job in the same or similar classification?

A) Not with a denied 140.
