Denial pattern

How long after RFE received we will have denial (In case if denied)?
If the PD is not current and after receving RFE will they wait for PD current or can they deny the cases immediately?

Denials will not wait for PD to be current (my guess based on
what I have read on many forums so far)

Why r u concerned about denial?
