Deficiencies in Employment Certification

MY case was filed as RIR and I received the following letter from DOL

"Your request for RIR cannot be approved because the Application for Alien Certification contains deficiencies. Your petition has been placed with it contemoraries in the Regional non-RIR queue. More detailed information regarding the deficienceis in the application will be provided when we reach your petition in the non-RIR queue."

Does this mean that the my application is Remanded to State?

Can any one have clue what this means ?

Cases which are remanded to state usually mention that in the letter that case is remanded to state. Letter I recevied mentioned that it is moved to Regional non-RIR queue. Could it be that from Regional non-RIR queue they mean non-RIR queue at regional DOL ?
 
Check the AVM, that would give a concise status of your case.
If indeed DOL has moved your application to their NON-RIR queue, it would be a much better than having to go through state all over again.
