My Guess would be, PrinceOfJungle has a friend or works in the web development department ("www.State.Gov")/ Liason to send the information to the vendor who host that site.

But do I care? Ofcourse not..........Most of the time he is right and he is ahead of others in posting. So Lets just take what we need and ignore the source.....

I guess, give a day or two.........most of the time he is right.....He would have got headsup that it will be posted in a day or two. Generally bulletin will be posted on 10th of every month, but lately they are not following the schedule. So I guess, this time it may be getting posted on time.
