Dec\'00 cases - RFE

Hi ,
Can anyone find a logic behind the spate of RFE\'s issued for DEC\'00 ND cases. Do you think this is the effect of the Sept\' 11 tragedy. Whatever, its frustrating individually and bewildering for the club of Dec\'00 .
