What is a priority date? When you are done with 5 years what should I send to INS to say that I have completed the 5 year rule. Is there any special form to send it?

A priority date is the date either a labor certification (in LC based cases) or an immigrant petition (in all other cases) is filed. In case there are waiting periods (like for example family based immigration or employment based categories if you are from india or china), your priority date determines when you can get your green-card.
