sounds like it is a DCF related only.

May be they realize lot of people taking advanage of having a "long vacation" back in India, and file the I-130 for the spouse, and try to get the immigrant visa faster?

It means the oversea embassy would be overloaded by all such requests rather than actually service US Citizens who work / stay in India.
