DC Visa revalidation

I called DC revalidation office but everytime I called it says approx wait time is 15 minutes and I remained waiting for 30 minutes on phone but I could not speak to a representative.

I was wondering if forum could share their experience on how much time it takes to get to a representative.
 
I tried again today and was able to get to a representative. I asked if she could verify if DC received the applications, but she said they do not perform status inquiries and cannot tell if DC received it.

I was wondering how do find out when DC received the application.
