I'm asking this question on behalf of a friend who recently passed the interview.
He is a resident of Washington DC, but had to go to Virginia for the interview.
They told him that since he wasn't a resident of Virginia, he would have to wait to take the oath in DC and that he will get a letter for the oath ceremony.
His interview was in August. He's still waiting for the letter.
Is this normal? Should he call USCIS?
