Date Of Birth certificate

I don't have a birth certificate. Can we register birth now and get the certificate? Is this kind of certificate is valid or Consular asks the certificate registered birth date at birth time? :confused:

I can submit the passport or education certificate and get the DOB certificate, I hope this should work. Share your thoughts.
