How about you take a look at the tracker, filter by state, RIR:

California RIR cases that were transferred to the Regional office before getting to the Dallas BPCs were Certified for the most part. Some left behind for a variety or reasons.
As for California RIR cases that did not make it to the Regional office, well they are no different than any other State case, they have not been processed.
if you are California RIR case that went to Regional and then went to the Philly BPC, well join the group, nothing particular about California, who knows what they are doing over there...

JustWatch, you might be right about the "mainstream", but still there are many 2002 CA RIR cases left in Dallas (my attorney told me that). Hope we can share some info. here.
