D/O = District Office?

All,
I'd like to understand about D/O (District Office?). How do I know which D/O handles my N-400? From people's posting, it seems like they know which D/O handles their application. How do I find out? I live outside of SF, about 30 miles southeast.

And how do you know the processing time of each D/O?
