Currently on OPT, need F-1 visa renewal for Masters

I am currently on my Post Graduation OPT until Oct 2009 and my F-1 visa will be expiring in Nov 2009. I plan to start my Masters in January 2010 at a different school, for which I already have acceptance letter. Before I start my Masters I want to go back to India in December.

I will be receiving my new I-20 for my Masters right after my OPT is over.

1. Would it be advisable, to renew my visa from Canada or from India (home country)?

2. Is there any rule to apply for visa renewal three months before my current F-1 visa expires?

3. If I have to apply for visa renewal 3 months in advance what would be advisable in order to ensure visa success , a) should I apply for renewal based on my I-20 from previous school so that I can continue my OPT or b)should I apply for renewal with the I-20 from new school?

I did that in Canada got refused the visa and had to go to home country to renew. It was a while 4-5 years ago though.

I don't know. Ask/discuss with ISO. (I would not think so that there is a rule like that)

I would say apply with the new school, if there is no 3 month rule. Otherwise forget about now go next summer :) The consul will be more than likely to renew visa if you are in the middle of your degree.
