on 01/13/2007 i saw LUD on my case and the status was changed to
"Current Status: Fingerprints review completed."

What does that mean? Does it happen to anyone?

It means "USCIS has added yet another random message to the existing message pool to confuse applicants even more".

An optimistic (naive?) person might say that it means that your FP review was completed. However, the more important question is, is your namecheck finished?

what's FBINNCP?
Are you sure your name check completed? I do dout that. Otherwise there should be no reason to take that long.
Did you confused FOIP (from FBI) with Name Check?
Even though, there are some people whose NC was cleared per FBI contact, but CSI denied that. You got to confirm that with USCIS.

Forgot to mention, looks like your PD (EB) is not current. There is no way before the EB3 PD passes your date.

My name check completed on October 3, 2003. This was with reference to FBINNCP Email.

This is a standard message. Dont read too much into it.

My message is also the same but my FP has expired...so one should not be misguided by these messages!
