current salary and EB-2 impact

When filling LC through PERM, does the current salary affect USCIC's decision during I-140 phase as whether the LC qualifies for EB-2 or not?

My attorney told me that the current salary doesn't matter since it is an application for future employment. When you get the green card at that time your salary should be according to the prevailing wages.
