Curious if it is normal.

Hi,

I have submited N400 application to Texas about over a 3 weeks ago with a next day express mail and the tracking results will show that it is there next day. But I have not received any receipt from the service center. I called the service center and they suggested to wait out for 30 days after the mail was sent out and then file an official complaint.

I was just curious if that is a normal situation??? All my prior encounters with INS had a pretty quick turn around.
