CSPA Rules clarification

Finally in December Visa Bulletin the PD is current for my sisters immgration under F4 Category.

I recevied only two person's info for Visa Fee $400. each. but based on following information CSPA apply to my sisters un married children.

so based on above information CSPA applied for all 3 childeren. What I need to do next so they can get the visa with my sister?

I also not sure about #6 my understanding is that when the PD become current that is the same date Visa become available.

I am assuming all are in their country of birth.

In that case you they need to apply for immigrant visa in US embassy having jurisdiction.

"Individuals who believe that they qualify for visa issuance under the Act may request a visa interview appointment at the Embassy to submit a visa application. These applicants are required to complete a Form DS-230 (Part 1 and 2), present a valid passport, birth certificate and Notice of Approval of petition, and pay the application fee of U.S. $400"

I have update on my sister's immigration file PD Jul, 23, 1999 under F4 Cateogry. PD become current on December 2009.

First I received letter to pay $70.00 and then I received letter to pay visa fee for my sister and her husband for I paid $800 ($400 each).

After that I sent a letter to Immigration office that based on my initial post her children should be qualify for CSPA Rules.

Suddenly I received notice today to pay visa fee $1200 ($400 each) for her 3 children.

Is this means they will get the visa interview call too ? Does anyone on the forums who have similar experience in past.

please help me understand the situaltion.
