CSPA Age Computation and Derivative Beneficiary Eligible - Correct Computation?

Hello.

I have received visa creation letter recently and I want to confirm if my CSPA computation for my eldest daughter is correct, making her eligible to still be a derivative beneficiary under my petition.

Details are as follows:

Country - Philippines
Category - F4
Priority Date - October 20, 2004
Approval Date - July 20, 2009
Birth Date - March 21, 2002

As of May 2024, the CSPA age is a little under 17 years 5 months, so yes the CSPA age is under 21. Bear in mind that the calculation for visa purposes needs to take into account when a visa is available (when the priority date is current), which is not yet the case; currently F4 Philippines is current to Dec 2023. However notice of case creation usually takes place around a year before a visa number is expected to be available, and you have in any case around 3.5 years left before she ages out, so it should be fine.
 
Would anyone know of the current timeline for Philippines from DQ to getting an actual interview date?
