One can use CSIR award as just supporting doc. I strongly believe that it can not stand as one of the criteria for qualifying for EB1.
As per as just talking about CSIR. Yes I cleared it in 93. It only help to get financial support to complete Ph.D. My personal opinion is that qualifying CSIR has nothing to do with ur ability to prove that you can be a good researcher/teacher or you will be a very successful researcher in the field. CSIR question paper was (might be now) really nonsense. I know people who could not clear it and now are very successful as researcher/Prof (I do not mean who cleared it are not successful).

bottom line, if you package right, you will be fine.
You make the IO work hard on your case, he will send a RFE. It is all in the packaging, non of us know what is the actual "criteria". So I would say, do the best on evidence, but nothing short of excellence on cover letter.
