CSC slow down vs. concurrent filing

We all know INS has allowed the concurrent filing of I-140 and I-485 since mid of this year. Is this a possible reason for current CSC slow down? The concurrent filing may cause the number of filed I-485 cases effectively doubles, because people filing I-140 will file I-485 together with people whose I-140 already get approved ... Can this explain something?

for using AP anywhere in the US there will always be a secondary check when ever you land in the US.
If you have ever travelled into the US on a H1B you would remember that there is only one check at the main immigration counter as soon as you land . But here the case different you are packed into a room where there will be people in the same status as you or with people who do not have adequate papers on them. The people who do not have correct papers are sent back immediately on the next flight but people who are on Advance parole pending Adjudication are given a one year stay period in the US .
So ask your spouse not to worry if they are taken in for a secondary check etc. and once inside the room they find people who do not have correct papers crying and shouting and being thoroughly interrogated as these people are going to be sent back immediately with their own money.
