USCIS processing date refers to the receipt date not priority date. If processing date passes one's receipt date, most probably one's case has been touched even till final adjustment. After that, priority date come into play. They wouldn't approve the case until PD is current. BTW, not all countries have PD retrogressed. They are approving those from non-retrogressed countries.
