Cryptic comment of IIO

My I-140 was filed at VSC in August and today I called up IIO. She said that she could not give me any information. When I asked her if any officer had been assigned the case, she said that although she could not tell me the details, the officer had already dealt with my file. She also said something to the effect that a final decision was yet to be made (I am not sure what exactly she said). Has anyone had a similar situation ? Any idea what this means ?
 
Not that I know of

What I find strange is the fact that they say decision has been taken but they have not updated the system, nor have they sent any papers to my attorneys
