CPT to H1

I finished my masters from USA in 2005 and i joined Phd program in a US university in 2005. Can i apply for masters quota next year even though i finished my masters 2 years ago. Also can i change from F1 to CPT to H1 or do i have to have an OPT to get H1?
 
You can apply for H-1B when you are on CPT. There is no rule that you have to be on OPT. You should be on a valid student status. Since you already have Masters degree you could have applied this year (if you have a job and if you are not planning to complete your Ph.D).
