If you are stuck with INS, I bet you will get stuck with CP.

If you're stuck, you're stuck. I do not see a better chance here to try to switch to a shorter queue.
 
Are you sure about FBI/CIA checks for CP? I guess they haven't announced it yet - or did they already?

CP anyway requires police clearance certificates and there are already certain checks undertaken while an applicant waits for an interview. Typically CP has been observed to take 5 to 7 months or so all in all depending upon the consular center. Some people believe that since CP is handled by the US Department of State (unlike US Department of Justice as in case of the INS - that is, before the incarnation of the homeland security department), there's better synergy between the intelligence agencies and the US department of state because of already existing channels of information sharing (FBI/CIA and the home department have worked together since the early days of the World War II). I don't know for sure though.

Guys it si common sense

No matter what you do the security checks are inevitable. How do you expect them not to check for your background when you are coming in from another country? Don't have to be a Einstien to know this right? now work on the left side of your brain
 
Let me clarify the context of our discussion...

We are mainly talking about (or at least that's what I though initially) the newly introduced (or rumored) FBI/CIA checks that caused I-485 freeze - and NOT the usual INS procedure so far that anyway checked background by ways of FP (through FBI) and databases for G-325A verifications, etc. The background checks are not questioned per se - the concern was about renewed/newer checks and subsequent delays.

Also, in CP they take finger prints at the time of consular interview (for security check) and in the afternoon, they give you visa papers - that means consulates have some alternate ways of checking FP so fast (they won't give you visa unless FPs are checked, right?)! They also take another FP at the port of entry for greencard.

The delay is not because of the FP.

FBI does two things:
1.FP
2.Your name/bd match against their database.

INS now insists on item 2 to get absolute YES/NO response from FBI, originally they just wait 60 days, if no response, they would assume it's neg.

I cannot imagine here CP will still ignore non-response.
