CP vs AOS Retrogression

Hi all,

Don't know if this is the right forum, but...
In view of the current/forecasted EB3 visa retrogressions, would you advise concurrent I140/485 filing or I140 and then CP filing for:
1) an Indian/Chinese/Filipino/Mexican EB3
2) an EB3 from any other non-retrogressed country
