NVC has not yet received my approved I-140 case file from the service center even after a very long time.

Is it possible, that I file I-824 requesting the file to be sent to NVC, after I obtain the I-824 Receipt Notice, my attorney files for AC-140 with the Mumbai Consulate?

Any comments?

There was a thread discussing Mumbai AC140. I could not find it. But it is possible to proceed that way. Check immihelp.com as well.
