CP Retrogression related questions

I just saw that retrogression has happened from Jan 05 and it seems to have large impact on the CP interview scheduling. Based on my knowledge Consulate will schedule an interview only when the priority date is current. Based on this I have the following quesitons could someone please answer it.

1)Is NVC case number the same as immigrant visa number issued by the consulate for scheduling the interview?
2)Does issuing a NVC case number means the interview at consulate will be scheduled soon after NVC sends the files to the consulate or does the consulate has to wait till my priority date becomes current before it can schedule my interview?
3)Based on my priority date of 7/03 for an Indian citizen on an EB3 Employment based category, when do you think I might get an interview at Chennai, India?

I've never answered a post before but from what I know

1) No , it isn't. For some countries and situations where the NVC schedules the IV interview , The NVC sends the case to the consulate only after requesting the immigrant visa number also, which is a different number from your case number although it is associated to it of course. For most cases including India, once they send it to the consulate , it is the consulate which schedules the interview after receiving an immigrant visa number from the state department.
2) See (1). No, they send it to the consulate once NVC processing is complete. I'm not sure if they hold back applications whose PD is greater than the one currently in effect for the country per the visa bulletin until PD becomes current. However the consulate will only schedule the interview after the State Department grants the visa number.
3) I wish I knew, but it has moved slowly from Jan 1 2002 to March 1 2002 in 3 months,and now a month later, it is supposedly April 1 2002. This dates entirely depends on the formula they apply to determine forecasted visa demand and the number of completed cases that come in to actually use it. These dates might be progressing simply because not enough cases are coming through from the DOL/USCIS as expected. Or perhaps their estimate is very conservative and they are adjusting it in line with the real flow through. r_sada posted some excellent messages in the CP waiting thread about how this might change and you might want to check them .No other option but wait until your PD is current.

Thanks for the reply. HOwever just wanted to clarify on the process of how the transfer from NVC happens to Consulate and how consulate schedules an interview.
After NVC receives the pkt3, it does the review and after successful review will forward the case to the consulate IRRESPECTIVE of the PD's CUT OFF DATE. Consulate on the other hands will do any review if needed and will only schedule an interview only if a immigrant visa number is availbale. If the immigrant visa number is NOT available it WILLN'T schedule an interview rather will wait till it can be issued. The way the immigrant visa number is issued is, consulate will ask for an immigrant visa number from Dept. of state or some govt. body that governs the issuance of immigrant visa number. Immigrant visa number however is granted only when my PD IS EQUAL TO OR BELOW THE CUT-OFF DATE quoted in the Visa bullletin. If MY PD IS NOT EQUAL TO OR BELOW THE CUT-OFF DATE, I WILL NOT BE ISSUED A IMMIGRANT VISA NUMBER UNTIL IT BECOMES SO.

Please correct me if I am wrong with my understanding.
 
Thats pretty much my understanding.
Basically the interview wont be scheduled by cehnnai consulate unitl your PD is current. bottom line

When is visa number allocated for the AOS cases. Is it allocated only when the AOS case is adjuciated or is it allocated when the AOS is accepted by USCIS for processing itself when the priority date becomes current.
Also based on my understanding for the final quarter of 2005 the unused Eb1/eb2+101,000(no country restrictions) will be calculated against the number of cases to be approved and which have visa numbers.
Please let me know if it correct.
