When can you apply for CP processing, i.e. can you apply before 3 years of waiver is done. I think it is marked when I-140 is applied, but when can you ask for interview date at the councilor office with interview date after 3 years are up.

I have read posts around here from folks who applied before the 3 years where up and actually had their consular interview before the 3 years where up. They still received the immigrant visa, the validity was marked after the 3 year anniversary.
