CP Process Packet 3

Hello,

I have my green card in porcess and I choose consulate processing.

With the current INS procedures when can I expect the Packet 3 to be sent out?

You have not provided enough info to answer. Is yours employment based or family based case? Also for consular processing, after petition is approved, NVC (Dept of state) takes over followed by interview at consulate. So it is not just INS/USCIS timeline.
