CP done at chennai, One question for successful cper\'s

Whole process is cool, no problems at all,
Though I have one question, When do we sign the 3rd photograph, Is it at port of entry. Waiting for my packet in blore.

3rd Photograph

I had successful CP on feb 12 at chennai and POE was
JFK on Feb 27th. I realized today (02/28) that the
3rd photograph that was stapled to my passport (at chennai
consulate) was not collected by the immigration officials
at JFK. I have still got it. Are they suppose to collect it.
What do I do with it.
