Cousin in the Philippines

Hello

I have a a 1st cousin once removed, meaning he is my mothers 1st cousin. He is the son of my grandmothers brother who was in the military for many years and during that time he got a Filipino women pregnant but was my great uncle was not put on the birth certificate. Eventually through a legal hearing, the birth certificate was changed to include my great uncle. My great uncle died in 2007 before he was able to give his son citizenship and now we are trying to help him and see what we can do. We have spent hours researching what we should do and what the right course of action is.

We landed on form n-600 at one point but because he is now 28 it seems like it might not be the route to go and it is expensive.

The other way seemed to be getting a US passport for him. The problem here is providing a form of ID and we don’t think we can do this from the Philippines.

The way that seems to be the easiest would for him to apply for a green card and move to the US and then apply for a passport eventually. If we went this way it would land on me and my family to get him a ticket to the US and house him and help him get a job which would be hard on us financially and otherwise.

Anyone willing to point us in the right direction or where we are going wrong would be helpful.
