Couple of basic H1 Questions

1. What is the cap for FY2009 (starting form Oct01)? Is it 65000 or 85000?
2. Even if someone applies on Apr 1st with all the papers, will they still have to go through the lottery? Or the first 65000 (or whatever the cap is) applicants are sure to get it provide their paperwork’s are right.

1. 65,000 for the general applicants and 20,000 more for applicants with US Masters.
2. It depends, suppose there are more than 65,000 (or 20,000 in Masters) applications during the first week after April 1, 2009, then there will be a lottery.
 
To do masters is simple .. one need to just enroll in those university who offer you masters .... just because U enrolled.

Is that not one of the easy requirement .. such that one falls under the elite 20K Guys.
