Country of eligibility - if I have a citizenship of other country than the one I was born in

A question about Country of eligibility for the DV Program.
I was born in Latvia and soon we moved to Lithuania, when I still was under age 7. I got my Lithuanian citizenship still in childhood (didn't have to apply for citizenship, I think I got it automatically, because my mother was a Lithuanian citizen).
So is my country of eligibility Latvia (because I was born there)? The problem is if I win the visa, I will have to go to US embassy - and that I will have to go to embassy in Latvia (because that's my country of eligibility)? I don't have Latvian citizenship. I live -- and have a citizenship since my childhood of -- Lithuania. So could please someone say what is my country of eligibility?
 
Your country of eligibility is the country you were born in. You can have the interview anywhere that suits you - plenty of people have it in different countries than country of eligibility because they are living elsewhere.
 
But then why do they even ask "Country of eligibility" if there is a question "Country where you were born"? There must be some difference...

There is, because sometimes people can use other countries of eligibility through their spouses or (in very limited circumstances) their parents, if the country they were born in is not eligible to take part in the lottery. True that, my spouse was able to enter claiming my birth country since she is not eligible
